It's all done up in legalese, but essentially first he gives himself the power to seize assets in the US, then he describes the people he can seize assets from and under what circumstances, including a very vague clause about "undermining efforts" which he can interpret (without anyone countering him) to mean anything from actual sabotage to complaining about his methods. Then he justifies not giving warning because electronic transfers are so fast, and for gravy he says that it would be illegal to donate money to anyone he's taken all the property away from. Just because with a little money they might, you know, be able to argue back...
