Oh, what a lovely story. There are so many great insights here that I hardly know where to begin. I'll start by saying that your story passed the ultimate romance test: I'm a slash fan, but that scene with Rosie and Sam and wishes coming in threes made me go all starry-eyed anyway. Sooo romantic, as was the image of Sam practicing his lines for her in Rivendell. And I love the way you show, in the beginning, how damned difficult life in the post-War Shire must have been, and how wearing and dreadful it must have been for Sam. It's charming the way the mallorn and Rosie come to him at the same time; you make his healing so vivid. It's nice, too, to see a Frodo who knows his days are numbered but who is sufficiently engaged with the world around him to see to the happiness of both Sam and Pippin. Terrific stuff!
